Public Policy

The issues of the public. Everyday we pass through public spaces, through streets, parks, squares, stations, we motion through a space shared with numerous others, yet what consciousness do we have of such spaces? How do we understand public space and how do we utilize it? Is the public of public space the authorities or the people? Is public space the construct of rules and regulations or freedoms and expressions? What is our policy towards such space?
Dislocate is an annual project which examines engagement with our localities through the potentials of art and technology. This year the project brings together artists from Myanmar, India and Japan in the creative investigation of public space. Each country has a highly different condition and conception of public space, from the well known restrictions of Myanmar, the seemingly ordered regulation of Japan and the colour and chaos of India. Yet such definitions assume a homogeneity of the public, when in fact such a singular entity does not exist, rather being formed of multiple publics and multiple conditions. Here we will explore the ability of art to expand our imagination of public space and reflect its manifold potentials.

Moe Satt (Myanmar)
Moe Satt is an artist and curator. He is also the founder and director of "Beyond Pressure" festival of performance art in Yangon, Myanmar where he lives and works. He began to present their works of art after his graduation in 2005 Bachelor of Sciences (Zoology). He began his career as a performance artist presenting his works in the galleries and the on the pavements of Yangon. As part of the second generation of Myanmar performance artists, he has participated in several performance art festivals around Asia & Europe. As curator, his aim is to develop the Myanmar contemporary art scene by developing projects both locally & abroad. He has curated the "On/Off"_Myanmar Contemporary Art Event, Hanoi & "Forward/Backward" _8 Myanmar Contemporary Artists, Bangkok. His recent performance works involve the use of hands as the main medium of expression. He has also joined artist in residencies in Malaysia, S-Korea and Japan. He is currently preparing for the publication of the book "An Introduction of Myanmar performance artists".

Nge Lay (Myanmar)
Born 1979 in Pyin Oo Lwin, Myanmar. She graduated with a BA Art Painting from the National University of Arts and Culture Yangon in 2003. She is a Yangon-based multi-media artist with a particular interest in performance and photography, using everyday imagery and settings to translate ideas about life. She has exhibited a number of group exhibitions not only in Myanmar but also abroad including Asia and South-East Asia. She is a residency artist at Youkobo ART SPACE between July-September 2011, supported by Japan Foundation JENESYS program.

Sreejata Roy (India)
Sreejata Roy is an independent artist, researcher and also coordinates the community art programme in Ankur Society for Alternatives in Education in New Delhi, India. With a particular interest in community-related projects, she has participated in many exhibitions, residencies, workshops on both a national and international level. In 2009 she initiated the project "The Park", through the support FICA, Foundation for Indian Contemporary Art, working with members of a low income neighbourhood to revitalize a local park and restore it as a place where women and children could safely gather and play. Also between 2008-2009 she worked with the artist Mrityunjay Chatterjee on the community project "City[in]Visible II" in association with the art organization KHOJ, examining the impact of global market forces as well unyielding pressures of urban 'development' on the local area.

Prayas Abhinav (India)
Currently teaches at the Srishti School of Art, Design and Technology and is a researcher at the Center for Experimental Media Arts (CEMA). His interest lies in re-vitalizing and re-imagining urban spaces. Through his work he explores how outdoor spaces can be utilized for cultural and civic uses. Employing social networks and low-fi technologies to connect communities and resources is often one of his approaches. He has been part of efforts to seed open content movements in India and in 2007 helped launching the Creative Commons India licenses. In the same year he also founded the ongoing project "CitySpinning", a series of interventions in Bangalore and Delhi, which look at expanding the nature and use of public and unused urban spaces.
