Born in 1969, JIA studied painting at the age of 16. passed the examination at the age of 19 for majoring in Stage Art in the Department of Drama of Jilin Art Institute. Upon graduation he obtained a bachelor degree.

He was chosen by Walstawal Art and Collection Foundation in Munich, Germany and signed a contract. In the same year, he went to Germany and participated in Collected Works Annual Exhibition and Artistic Activities held in Walstawal Art and Collection Foundation Museum in consecutive three years starting from 1994. During this period of time, his art work named Black Ceremony for Heart Journey was selected into Asia-Pacific Culture Young Artist painting Exhibition held in City Hall Art Gallery Of Amsterdam, the Netherlanda, and honored as chief painter.
